Job Description

Summary

Lead federal HR staffing, placement, and comprehensive program development for Department of Navy operations, advising senior leadership.

We are seeking a highly skilled and experienced Human Resources professional to lead staffing and placement services for Department of Navy (DoN) operations. This role involves managing comprehensive HR programs, providing expert guidance on complex federal HR issues, and advising senior leadership on workforce strategy.

  • *Key Responsibilities:**
  • Manage comprehensive staffing and placement services to meet current and future federal civilian workforce needs for DoN operations.
  • Direct a Human Resources division, overseeing the planning, development, and implementation of HR programs in alignment with federal guidelines.
  • Provide expert advice and guidance to managers on challenging staffing and placement issues, including Reductions in Force (RIFs), transfers, Priority Placement Programs, OPM standards, and veterans' hiring programs.
  • Ensure high levels of accuracy and efficiency in HR work production and service delivery.
  • Offer complex advice and counsel to senior management on staffing, selections, classification, and workforce shaping through thorough analysis and troubleshooting.
  • *Required Qualifications:**
  • Minimum of one year of specialized experience at the GS-13 grade level or equivalent in the private or public sector.
  • Proven experience managing staffing and placement services for major activities.
  • Demonstrated ability to plan, develop, and direct comprehensive human resources programs.
  • Expertise in interpreting and applying complex Federal technical/regulatory guidance related to HR.
  • Strong advisory skills for addressing difficult staffing and placement issues and counseling senior management.
  • Experience includes both paid and unpaid work, such as volunteer service that builds relevant competencies, knowledge, and skills.*
