Supv HR Spec (Labor Rel/Empl Rel)

We are seeking a highly experienced Labor and Employee Relations Specialist, qualified at the GS-15 level (or equivalent). This role requires one year of specialized experience at the GS-14 grade level, demonstrating a strong command of labor and employee relations within a large organizational context.

• *Key Responsibilities:**
• Develop and write Department-level strategic guidance.
• Evaluate policy and program revisions against new or existing legislation, focusing on labor and employee relations.
• Provide expert policy interpretations, operational guidance, and instruction.
• Monitor emerging policy, advise on compliance issues, and recommend actions.
• Prepare comprehensive policy documents and associated packages in a dynamic environment.
• Capitalize on opportunities and manage risks at the Department level.
• Build and maintain productive relationships with internal and external stakeholders and subject matter experts.
• Serve as a technical expert on labor and employee relations matters, including collective bargaining, negotiations, grievances, employee discipline, performance management, awards, workplace violence, suitability, and third-party processes.
• Establish and maintain effective relationships with labor organizations.
• Negotiate and administer labor agreements.
• Provide high-level labor relations support and advice to stakeholders.
• *Experience:**
• Experience refers to paid and unpaid work, including volunteer efforts through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. All qualifying experience will be credited.
