## Human Capital Program Manager (GS-14)

We are seeking a highly experienced Human Capital Program Manager to lead and manage critical human capital initiatives. This role involves applying expertise in program evaluation, policy development, training, and strategic consultation to senior leadership.

### Key Responsibilities:

• Lead research and program evaluation studies to enhance major operational functions.
• Apply federal and agency policies, laws, and regulations governing personnel functions, including recruitment, selection, promotion, and training.
• Design and administer agency-specific training modules, such as test administrator protocols and assessment administration.
• Manage human capital programs and provide expert consultation to senior-level managers on critical human capital decisions.
• Plan and lead teams to manage day-to-day operations.

### Qualifications (GS-14):

To qualify for the GS-14 level, you must possess one year of specialized experience equivalent to the GS-13 level performing duties such as:

• Conducting research or program evaluation studies to improve operational functions.
• Applying federal and agency policies related to personnel recruitment, selection, promotion, or training.
• Designing and administering agency-specific training programs.
• Managing human capital programs and consulting senior managers on human capital decisions.
• Planning and leading teams in daily operations.

### Important Federal Requirements:

• **Time-in-Grade:** Current or former federal employees must have served 52 weeks at the GS-13 level within the last 52 weeks.
• **Documentation:** Submit your SF-50(s) to verify federal status and time-in-grade eligibility. This must show your position, title, series, grade, step, tenure, and type of service.
• **Experience Credit:** All qualifying experience, including volunteer work, will be fully credited.
• **Political Appointee Disclosure:** If you are currently, or have been within the last 5 years, a political appointee, you must disclose this information.
