Lead national/regional law enforcement operations, policy, and budgets, requiring senior LEO experience, Spanish proficiency, and firearms qualification.
This senior-level Law Enforcement Officer position involves leading strategic operations, policy development, and program management at a national or regional scope. Ideal candidates possess extensive law enforcement experience, strategic planning expertise, and meet rigorous federal requirements.
- *Key Responsibilities:**
- Develop and implement national or regional law enforcement operations, policies, and guidance.
- Formulate new strategies, anticipating the impact of policy and procedural changes on overall operations.
- Prepare operating plans and recommend annual budgets consistent with strategic goals.
- Manage major components of operational programs and their support functions.
- Conduct arrests and exercise sound judgment in the use of firearms.
- Engage effectively and tactfully with individuals or groups in law enforcement matters.
- Rapidly analyze information, make prompt decisions, and take appropriate law enforcement action.
- Develop and maintain a network of informants.
- *Qualifications (GS-15 Grade Level):**
- One year of specialized experience equivalent to the GS-14 level, encompassing responsibilities such as developing national/regional policies, implementing strategies, managing budgets, and overseeing operational programs within a law enforcement context.
- *Mandatory Requirements:**
- **Prior Law Enforcement Experience:** Mandatory prerequisite of experience in a primary/rigorous law enforcement or firefighting position, or equivalent non-federal experience. (Current permanent Secondary LEO Retirement covered employees are exempt).
- **Language Proficiency:** Must be proficient in speaking and reading Spanish.
- **Firearms:** Meet initial and continuing qualifications for firearms use. Ineligibility applies for certain convictions (e.g., felonies, domestic violence misdemeanors), outstanding warrants, unlawful drug use, or mental health commitments.
- **Medical:** Successfully complete a medical screening, demonstrating physical and medical capability to perform essential job functions safely.
- **Background Investigation:** Pass a thorough background investigation, including disclosure of felony criminal convictions and illegal drug use.
- **Polygraph Examination:** This is a polygraph-required position. May require taking and passing a polygraph exam (reciprocity or waivers may apply for certain veterans or prior federal exams).
- **Retirement Coverage (Secondary LEO):** Eligibility requires moving directly from a rigorous position (minimum 3 years service) to a secondary position without a break in service exceeding 3 days, and continuous employment in secondary positions since.
- **Time-in-Grade:** Current federal employees must meet 52 weeks at the next lower grade or equivalent by 09/15/2025.
- **Volunteer Experience:** Paid and unpaid experience, including volunteer work, is credited towards qualifications.
