Job Description

Summary

Lead federal HR program analysis, policy development, and quality improvement projects, requiring specialized GS-13 level experience.

This federal position seeks an experienced professional to lead human resources program analysis and quality improvement initiatives.

  • *Key Responsibilities:**
  • Plan and implement quality improvement projects to develop and execute effective solutions.
  • Analyze program needs, recommend policies, and formulate procedures for program offices and leadership.
  • Conduct thorough research on human resources laws, regulations, and practices.
  • Develop pre-decisional position papers, presentations, project plans, and reports related to HR programs.
  • Independently interpret regulations, study procedures, and recommend/implement new operational methods.
  • Present complex policy and operational analysis to high-level officials and counterparts.
  • *Required Qualifications:**
  • **Experience:** One year of specialized experience equivalent to at least the GS-12 federal grade level, performing duties similar to those listed above.
  • *Additional Requirements:**
  • **Residency:** For applicants not currently employed by CBP, you must have physically resided in the U.S. or its protectorates for at least three of the last five years. (Exceptions may apply for U.S. government service or study abroad).
  • **Background Investigation:** Successful completion of a thorough background investigation is required, including checks for felony convictions and illegal drug use.
  • **Federal Employees:** Current federal employees must meet Time in Grade requirements (52 weeks at the next lower grade level).
