Program Manager

• *Responsibilities:**
• Manage multi-year programs for border infrastructure and technology construction, deployment, and maintenance.
• Utilize standard program management processes to plan, schedule, track performance, and deliver projects within budget and timelines.
• Conduct advanced quantitative and qualitative analyses to develop performance metrics, implement process controls, and drive improvements in cycle time, quality, and cost.
• Interpret legislation, regulations, and policy to develop and implement program-wide guidance, procedures, and strategies.
• Lead complex, cross-functional projects, preparing authoritative reports and briefings for senior leadership and influencing stakeholders.
• Exercise budgetary oversight for program segments, including fund allocation, acquisitions, and configuration/change management.
• *Requirements:**
• **Experience:** Possess one year of specialized experience equivalent to the GS-13 grade level, performing duties similar to those listed above.
• **Federal Service:** Meet all qualification requirements for the GS-14 grade level.
• **Residency:** Must have physically resided in the U.S. or its protectorates for at least three of the last five years (exceptions available).
• **Background Investigation:** Ability to pass a thorough federal background investigation, including screenings for felony convictions and illegal drug use.
• **Probationary Period:** New federal employees must complete a one-year probationary period.
