Summary

Manage complex federal facility construction projects, overseeing end-to-end processes, budgets, schedules, and stakeholder collaboration.

U.S. Customs and Border Protection (CBP) seeks a skilled Project Manager to oversee complex facility construction projects. This role involves comprehensive project management, from initial planning and procurement through design and construction, ensuring adherence to budget, schedule, and organizational objectives.

  • *Key Responsibilities:**
  • Manage complex facility construction projects, including end-to-end procurement, design, and construction processes.
  • Serve as a Contracting Officer's Representative (COR), ensuring project goal implementation by contractors and internal teams.
  • Develop and execute comprehensive project plans covering scope, schedule, budget, risks, and communication strategies.
  • Utilize advanced quantitative and qualitative methods for risk assessments, financial analysis, and performance tracking.
  • Identify and resolve unique project issues, implementing innovative solutions and recommending process improvements.
  • Collaborate with senior leaders across federal agencies, DHS components, and internal stakeholders.
  • *Qualifications:**
  • One year of specialized experience equivalent to the GS-13 level, managing complex facility construction projects.
  • Demonstrated expertise in project lifecycle management, from planning to closeout.
  • Proficiency in analytical methods for project evaluation and reporting.
  • Strong collaboration and communication skills for stakeholder engagement.
  • Must meet all qualification and time-in-grade requirements (if applicable).
  • *Additional Requirements:**
  • Must successfully complete a thorough background investigation by CBP.
  • Residency: Physically resided in the U.S. or its protectorates for at least three of the last five years (exceptions for U.S. government service may apply).
  • New federal employees will serve a one-year probationary period.
