• *Key Responsibilities:**
• Manage complex facility construction projects, overseeing all phases from procurement and design through to construction.
• Ensure strict adherence to project budgets, schedules, and overarching organizational goals.
• Drive project goal implementation by effectively collaborating with general contractors and internal teams, proactively resolving emergent issues.
• Develop and execute comprehensive project plans, defining scope, schedule, budget, risks, and communication strategies in partnership with senior leadership.
• Utilize advanced quantitative and qualitative methods (e.g., risk assessments, financial analysis) to evaluate project success and report findings to stakeholders.
• Identify and resolve unique project challenges, innovating solutions in the absence of established policy, and recommend process improvements to enhance service delivery, reduce costs, and improve quality.
• *Qualifications & Requirements:**
• **Experience:** A minimum of one year of specialized experience (equivalent to the GS-13 federal grade level) managing complex facility construction projects, encompassing the responsibilities outlined above.
• **Residency:** Must meet U.S. residency requirements, generally requiring physical residence in the U.S. or its protectorates for at least three of the last five years.
• **Background Check:** Ability to successfully pass a thorough background investigation.
• **Probationary Period:** New federal employees will serve a one-year probationary period.
