Job Description

Summary

Seeking Public Disclosure Specialists (GS-07/09/11) to manage FOIA/Privacy Act cases and ensure information compliance.

We are seeking skilled Public Disclosure Specialists to manage Freedom of Information Act (FOIA) and Privacy Act (PA) cases, handle correspondence, and ensure information compliance. This announcement is for multiple grade levels (GS-07, GS-09, GS-11) based on your qualifications.

  • *GS-07 Public Disclosure Specialist**
  • **Responsibilities:** Review and analyze incoming correspondence, research and summarize information for case precedents, draft responses to public inquiries, and coordinate with other agencies.
  • **Qualifications:** One year of specialized experience at the GS-05 level (or equivalent) performing the duties above; or one full year of graduate-level education; or a Bachelor's degree with Superior Academic Achievement (GPA 3.0+, top third of class, or national honor society membership); or an equivalent combination of education and experience.
  • *GS-09 Public Disclosure Specialist**
  • **Responsibilities:** Process FOIA cases, prepare necessary correspondence and documentation using electronic systems, research and interpret FOIA & Privacy Act provisions to apply exemptions, and utilize knowledge of record systems for document location.
  • **Qualifications:** One year of specialized experience at the GS-07 level (or equivalent) performing the duties above; or a Master's/equivalent graduate degree, two years of progressively higher-level graduate education, or an LL.B./J.D. degree; or an equivalent combination of graduate education (beyond the first year) and experience.
  • *GS-11 Public Disclosure Specialist**
  • **Responsibilities:** Stay abreast of public disclosure developments (court decisions, legislation), assist in preparing training materials, provide expert advice on FOIA regulations, disclosure exemptions, and confidential business information, and process complex/sensitive FOIA cases.
  • **Qualifications:** One year of specialized experience at the GS-09 level (or equivalent) performing the duties above; or a Ph.D./equivalent doctoral degree, three years of progressively higher-level graduate education, or an LL.M. degree; or an equivalent combination of graduate education (beyond the first two years) and experience.
  • *General Requirements:**
  • Experience includes paid and unpaid/volunteer work.
  • Federal applicants must meet 'Time in Grade' requirements (52 weeks at the next lower grade).
