Human Resources / Workforce Management Specialist (GS-11/12)

Join a federal agency team to manage and support critical workforce initiatives, focusing on staffing, recruitment, data analytics, and organizational development.

Key Responsibilities:

  • Develop and manage comprehensive staffing and recruitment programs, identifying employment gaps and ensuring compliance with federal authorities.
  • Utilize HR Information Systems (e.g., EL360, USA Staffing) to track data, generate reports, and provide actionable workforce analytics to leadership.
  • Interpret and apply federal HR laws, regulations, and policies to resolve complex issues across recruitment, classification, and organizational management.
  • Advise leadership on strategic workforce solutions, including process improvements and policy enhancements based on thorough data analysis.
  • Coordinate organizational management activities, such as updating organizational charts, assisting with position descriptions, and preparing reorganization packages.

Required Qualifications:

Experience:

  • GS-11: Minimum of 1 year of specialized experience at the GS-10 level (or equivalent), including assisting with HR programs, using HR systems, and applying HR policies under guidance.
  • GS-12: Minimum of 1 year of specialized experience at the GS-11 level (or equivalent), including developing HR programs, providing actionable analytics, resolving complex HR issues, and advising leadership.
Education (GS-11 only): A Ph.D. or 3 full years of progressively higher-level graduate education in a relevant field may substitute for experience. Skills: Proficiency in HR systems, strong analytical, problem-solving, and communication skills, with a solid understanding of federal HR laws and regulations.

Additional Requirements:

  • U.S. Citizenship is required.
  • Successful completion of a thorough background investigation.
  • Residency Requirement: Must have physically resided in the U.S. or its protectorates for at least three of the last five years (exceptions may apply for government service, study abroad, etc.).
  • A one-year probationary period may be required for new federal employees.
