Summary
Provide expert analytical and program management support for federal Human Capital initiatives at GS-12/13 levels.
This role involves providing critical Human Capital program support and analysis, contributing to workforce effectiveness and compliance within a federal agency. We are seeking analytical professionals for both GS-12 and GS-13 grade levels.
- *Responsibilities (GS-12):**
- Provide analytical support for Human Capital programs, including Performance Management, Awards, Collective Bargaining, and Workers' Compensation.
- Analyze and recommend improvements for workforce management operations and resolve program issues.
- Evaluate the impact of management proposals on program areas and coordinate their implementation.
- Plan and execute major projects, using independent judgment to define scope.
- Develop and coordinate hiring plans by collaborating with program officials.
- Offer expert advice, guidance, and integrated work plans for staff work.
- *Responsibilities (GS-13):**
- Conduct in-depth research and interpretation of regulations, precedents, and statutes to identify issues, recommend actions, and re-engineer processes.
- Apply advanced program evaluation and measurement techniques to ensure compliance and assess program accomplishments.
- Evaluate new or modified legislation for its projected impact on agency programs and resources.
- Direct complex studies utilizing advanced analytical and statistical methodologies.
- Develop comprehensive staffing standards for intricate program functions and missions.
- Innovate new approaches to identify workload factors, performance quality levels, and accurate measurement techniques.
- *Requirements:**
- **Experience:**
- **Time in Grade:** Current federal employees must meet time in grade requirements (e.g., 52 weeks at the next lower grade) by 10/22/2025.
- **Background Investigation:** Successful completion of a thorough background investigation is required, including inquiries into criminal history and drug use.
- **Residency:** Must have physically resided in the U.S. or its protectorates for at least 3 of the last 5 years. Exceptions may apply for U.S. government service or sponsored programs abroad.
- **Probationary Period:** New federal employees will serve a one-year probationary period.
