Job Description

Summary

CBP seeks experienced Program Analysts (GS-12/13) to analyze, optimize, and report on program effectiveness and resource utilization.

Join U.S. Customs and Border Protection (CBP) as a Program Analyst, GS-12/13, contributing to critical program efficiency and effectiveness.

  • *Responsibilities:**
  • **GS-12 Level:**
* Analyze and measure the effectiveness, efficiency, and productivity of administrative and technical programs. * Conduct studies, analyze findings, and provide recommendations on operating programs. * Prepare project papers, staff reports, and brief managers on findings. * Perform detailed analyses of complex functions and work processes, including acquisition standards and contracting workloads.
  • **GS-13 Level (in addition to GS-12 duties):**
* Identify and propose solutions to complex, broad, and critical management problems. * Plan, organize, and direct team studies; negotiate the implementation of recommendations requiring substantial resources or procedural changes. * Develop resource guidance (Contracting & Procurement) for subordinate activities. * Continuously appraise the utilization of Agency resources to achieve program objectives. * Develop new approaches for identifying workload factors, performance quality levels, and accurate measurement techniques.

  • *Requirements:**
  • **Experience:**
* GS-12: 1 year of specialized experience equivalent to the GS-11 grade level. * GS-13: 1 year of specialized experience equivalent to the GS-12 grade level. * Specialized experience includes analyzing programs, conducting studies, developing management solutions, and resource appraisal. * Volunteer experience is credited; resume must explicitly detail how requirements are met.
  • **Federal Compliance:**
* Meet all qualification and Time in Grade requirements by 12/02/2025. * Disclosure required for current or former political appointees within the last 5 years.
  • **CBP Specific:**
* Ability to pass a thorough background investigation for a federal law enforcement agency. * Meet residency requirement: Physically resided in the United States or its protectorates for at least 3 of the last 5 years (exceptions may apply).
  • **Other:**
* Serve a one-year probationary period (if new to federal service). * CTAP eligibility information is available for current/former federal employees.
