We are seeking a highly experienced Human Resources Specialist to provide expert guidance and leadership on complex HR programs and initiatives. This role involves advising management, leading change management efforts, and overseeing special HR projects.

• *Key Responsibilities:**
• Provide extensive HR advice and guidance, interpreting complex program processes and methods.
• Lead and collaborate with management on organizational change initiatives, assessing readiness and driving awareness.
• Develop and oversee the implementation of special projects and ongoing initiatives impacting human resources areas.
• *Minimum Qualifications (GS-14):**

Applicants must possess one year of specialized experience equivalent to the GS-13 level. This experience typically includes:

• Providing advice and guidance in human resources areas that require extensive interpretation for various program processes.
• Collaborating with and/or leading management in employing change process concepts and techniques, including assessing organizational readiness.
• Leading the development and/or overseeing the implementation of special projects and ongoing initiatives impacting human resources.
