Summary

Seeking a Human Resources Specialist to manage federal recruitment, placement, and compliance processes using HR systems.

This Human Resources Specialist role supports comprehensive recruitment and placement functions within a federal environment. Responsibilities evolve with experience but broadly include:

  • **Recruitment & Placement Management:** Execute full lifecycle recruitment, including drafting announcements, developing rating plans, and processing personnel actions.
  • **Compliance & Review:** Ensure all HR actions adhere to legal and regulatory requirements.
  • **Customer Service:** Respond to applicant inquiries and advise hiring managers on recruitment best practices.
  • **System Utilization:** Proficiently use HR systems like USAStaffing, Onboarding Manager, Electronic System for Personnel (ESP), and National Finance Center (NFC).
  • **Record Keeping:** Maintain accurate recruitment and placement records and reports.
  • *Qualifications:**
  • **Experience:** Progressive specialized experience in HR recruitment and placement.
  • **Education:** Relevant graduate-level education (e.g., one year, Master's, or Ph.D.) or a Bachelor's degree with Superior Academic Achievement. A combination of qualifying education and experience is accepted.
  • **Skills:** Strong analytical, organizational, and communication abilities.
  • **Technical Proficiency:** Demonstrated experience with federal HR systems is required.
  • **Regulatory Knowledge:** Understanding of federal HR laws, regulations, and policies.
