Human Resources Specialist (Recruitment & Placement)

We are seeking a Human Resources Specialist (Recruitment and Placement) to provide expert guidance, develop strategic plans, and manage federal hiring processes. This role offers the opportunity to work at either the GS-12 or GS-13 level, depending on experience.

• *Key Responsibilities:**
• Provide technical HR recruitment and placement guidance to supervisors and managers.
• Develop and implement strategic recruitment and retention plans.
• Research, interpret, and apply Federal recruitment laws, regulations, policies, and procedures.
• Utilize automated HR systems for job analysis, questionnaire development, posting Job Opportunity Announcements (JOAs), reviewing applicant qualifications (OPM standards), and issuing candidate certificates.
• *For GS-13 Level:* Coordinate and manage HR programs or projects.
• *Qualifications:**
• **GS-12 Level (Starting Salary: $101,401.00):** One year of specialized experience equivalent to the GS-11 level, performing duties similar to those listed above.
• **GS-13 Level (Starting Salary: $120,579.00):** One year of specialized experience equivalent to the GS-12 level, performing duties similar to those listed above, including program/project coordination.
• *Additional Federal Requirements:**
• **Time-in-Grade:** Current or former federal employees must have served 52 weeks at the next lower grade level.
• **SF-50:** Current or former federal employees must submit SF-50(s) as proof of status and Time-in-Grade eligibility.
• **Political Appointees:** Disclosure is required for current or former political Schedule A, C, Non-career SES, or Presidential Appointees within the last 5 years.
• All qualifying experience, including volunteer work, will be considered.
