Human Resources Specialist (Mccain Fellows)

• *About the Role:**

We are seeking a Human Resources professional to manage and streamline recruitment processes within the federal service. This role focuses on developing effective staffing strategies and utilizing HR systems to fill critical positions.

• *Key Responsibilities:**
• Develop and implement recruitment strategies, particularly for hard-to-fill roles.
• Manage end-to-end recruitment processes using HR systems (e.g., USA Staffing).
• *For GS-12 level:* Advise managers on staffing options, hiring flexibilities, pay setting, promotions, and compensation.
• *Qualifications:**
• **GS-12 Level:**

* One year of specialized experience (equivalent to GS-11) demonstrating proficiency in: * Developing and implementing recruitment strategies. * Advising managers on staffing, hiring, and compensation matters. * Utilizing HR systems for recruitment management.

• **GS-11 Level:**

* One year of specialized experience (equivalent to GS-9) demonstrating proficiency in: * Developing and implementing recruitment strategies. * Utilizing HR systems for recruitment management. * *or:* A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education. * *or:* A combination of specialized experience and graduate education.

• **GS-10 Level:**

* A Master's degree or equivalent graduate degree, or 2 years of progressively higher-level graduate education.

• Qualifying experience includes both paid and unpaid (volunteer) work.
