Specialist needed to advise federal management on labor relations, collective bargaining, grievances, and unfair labor practices.
## Federal Labor Relations Specialist (GS-12/13)
- *About the Role:**
- *Key Responsibilities (Based on Grade Level):**
- *At the GS-12 Level:**
- Analyze and apply union information requests, grievances, unfair labor practices, and bargaining proposals.
- Conduct comprehensive research on union contracts, case-law, and relevant materials.
- Develop and deliver briefings, reports, and recommendations to management.
- Serve as a consultant on HR principles and labor relations, devising approaches for bargaining and grievance situations.
- Represent the agency as a spokesman on bargaining teams.
- *At the GS-13 Level (builds upon GS-12 responsibilities):**
- Provide advanced guidance on HR and labor relations principles for collective bargaining disputes and federal sector labor management issues.
- Oversee all assigned labor relations activities, including mid-term bargaining, Unfair Labor Practice (ULP)/Grievance responses, and negotiability appeals.
- Offer strategic labor relations advice to senior leadership for organizational initiatives and proposed agency changes.
- *Required Qualifications:**
- **Experience:**
- Your resume must explicitly detail how you meet these experience requirements.
- Must meet all qualification requirements and Time in Grade (52 weeks at next lower grade) by 11/07/2025.
- *Additional Requirements:**
- **Background Investigation:** As a federal law enforcement agency (CBP), this position requires a thorough background investigation covering criminal convictions and drug use.
- **Residency:** Must have physically resided in the U.S. or its protectorates for at least 3 of the last 5 years (exceptions may apply for government work or study abroad).
- **Probationary Period:** New federal employees serve a one-year probationary period.
- Disclosure required for current or former political appointees within the last 5 years.
- CTAP/ICTAP eligibles must be rated at a minimum score of 85.
