Job Description

Processes, reviews, and advises on Federal civilian personnel actions, ensuring accuracy and compliance within automated systems.
Manage and process critical federal civilian personnel actions, ensuring accuracy and compliance within automated systems. This role offers growth, with increasing complexity and leadership opportunities at higher GS levels. **Key Responsibilities:** * Review, code, and update personnel actions using systems like EmpowHR or similar. * Accurately and timely process routine to highly complex personnel transactions. * Administer and assist with personnel action corrections, including historical data updates (HCUP). * Provide expert information and advice on proper coding and processing methods. * (GS-12 specific) Offer technical guidance to junior staff on complex laws, regulations, and policies. * (GS-12 specific) Research and validate processing codes and legal authorities for new or seldom-used actions. * (GS-12 specific) Prepare various recurring and non-recurring Federal civilian HR transaction reports. **Qualifications:** **GS-9 Level:** * **Experience:** One year of specialized experience equivalent to GS-7, including reviewing/coding personnel actions, processing actions, assisting with corrections, and providing processing advice. * **Education:** Master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education, OR LL.B./J.D. (if related). Education can substitute for experience. **GS-11 Level:** * **Experience:** One year of specialized experience equivalent to GS-9, including reviewing/coding personnel actions, processing complex actions, administering all aspects of corrections, and providing expert processing advice. * **Education:** Ph.D. or equivalent graduate degree (e.g., LL.M. if related), OR 3 years of progressively higher-level graduate education, OR a combination of specialized experience and graduate education beyond the second year. Education can substitute for experience. **GS-12 Level:** * **Experience:** One year of specialized experience equivalent to GS-11, providing technical guidance on complex laws, administering all aspects of corrections, researching/validating codes, reviewing/coding actions, and preparing HR reports. * **Note:** Education cannot be substituted for experience at this level. **General Qualifications Note:** * Specialized experience means you possess the ability, skill, and knowledge to successfully perform the duties, typically in this line of work. * Qualifying experience includes paid and unpaid work, such as volunteer experience through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.
