- **Specialized Experience:** One year of experience equivalent to the next lower GS grade level. This experience should align with the increasing responsibilities outlined for each grade.
- **Competencies:** Demonstrated proficiency in Communication, Data Interpretation, and Personnel and Human Resources.
- Relevant background, recent experience, education, and training are crucial for qualification.
