Summary

Seeking an HR Specialist to interpret, develop, and apply federal HR policies, specializing in staffing, employee relations, and placement programs.

## Human Resources Specialist

We are seeking a highly skilled Human Resources Specialist to manage and advise on federal HR policies, staffing, and employee relations. This role requires expertise in policy interpretation, development, and program administration.

### Key Responsibilities:

  • Interpret and apply federal HR policies, including those from OPM and DOJ.
  • Develop and implement new HR policies and procedures.
  • Gather, analyze, and interpret complex technical HR data for reports and recommendations.
  • Administer and advise on priority placement programs (e.g., Priority Placement Program, CTAP, DOJ Reemployment Priority List).
  • Determine applicant qualifications and veteran's preference based on established standards.
  • (GS-12) Serve as a technical expert on a wide range of staffing and employee relations issues.
  • (GS-12) Conduct operational reviews to ensure policy compliance and recommend process improvements.
  • (GS-12) Apply advanced policies related to merit promotion, hiring, age waivers, and employment incentives.
### Required Qualifications:

  • *Education (GS-11):**
  • Ph.D. or equivalent doctoral degree; or
  • Three full years of progressively higher-level graduate education leading to such a degree (LL.M. if related and relevant).
  • *Experience (GS-11 & GS-12):**
  • Minimum of one year of specialized experience equivalent to the next lower federal grade level. This experience must demonstrate the ability to successfully perform the duties of the position.
  • **For GS-11, specialized experience includes:**
* Interpreting HR policies and developing procedures based on OPM/DOJ changes. * Analyzing information, compiling reports, and formulating recommendations. * Advising on placement programs (Priority Placement, CTAP) and veteran eligibility.

  • **For GS-12, specialized experience includes:**
* Serving as a technical expert on complex staffing and employee relations issues. * Reviewing work for policy compliance and recommending operational changes. * Applying policies related to merit promotion, hiring, age waivers, and employment incentives.

  • *Combination (GS-11 Only):**
  • A combination of qualifying education and experience that equips the applicant with the necessary skills to perform the duties.
