Summary

Estimate costs, manage projects, and provide engineering oversight for DoD construction, requiring federal regulation and technical systems expertise.

## Construction Project Cost Estimator/Engineer (Federal)

We are seeking experienced Construction Project Cost Estimators/Engineers to contribute to DoD construction projects, ensuring accurate cost estimation, regulatory compliance, and project optimization.

### Responsibilities:

  • Apply comprehensive engineering knowledge to DoD construction project cost estimating.
  • Develop and manage various cost products: price quotes, quantity take-offs, construction estimates, schedules, and work plans.
  • Analyze and interpret complex technical information, contractor proposals, and designs to identify cost discrepancies and optimization opportunities.
  • Develop statements of work, plans, specifications, and cost estimates for work accomplished by service contracts.
  • (For GS-11): Analyze reimbursable work authorizations and agency-initiated purchase orders.
  • (For GS-11): Provide engineering oversight for construction or engineering contracts.
### Required Qualifications:
  • Extensive practical knowledge of engineering concepts, practices, regulations, policies, and precedents related to construction project cost estimating within the DoD.
  • Comprehensive understanding of construction methods, materials, labor costs, equipment requirements, and applicable building codes and standards.
  • Skilled in analytical and diagnostic techniques for developing new or modified work methods to accurately estimate project costs.
  • Ability to analyze, configure, test, and troubleshoot various engineering systems, including structural, mechanical, electrical, HVAC, plumbing, chilled water, steam, and wastewater management systems.
### Experience & Education Requirements:

#### For GS-9 Level:

  • **One year of specialized experience** (equivalent to GS-7 in the Federal service) demonstrating the ability to:
* Utilize technical engineering methods, principles, and practices to analyze, configure, test, and troubleshoot various engineering systems (e.g., structural, mechanical, electrical, HVAC, plumbing, chilled water, steam, wastewater management). * Develop statements of work, plans, specifications, and cost estimates for service contracts. **or**
  • **Master's degree** or two full years of graduate education.
#### For GS-11 Level:
  • **One year of specialized experience** (equivalent to GS-9 in the Federal service) demonstrating:
* Knowledge of technical engineering methods, principles, and practices to analyze, configure, test, and troubleshoot various engineering systems (e.g., structural, mechanical, electrical, HVAC, plumbing, chilled water, steam, wastewater management). * Ability to develop statements of work, plans, specifications, and cost estimates for service contracts. * Knowledge of how to analyze reimbursable work authorizations and agency-initiated purchase orders. * Experience providing engineering oversight for construction or engineering contracts.
