Summary

Lead GIS architecture and geospatial data analysis for CBP, requiring a cartography degree and specialized experience.

U.S. Customs and Border Protection (CBP) is seeking skilled Cartographers/GIS Specialists to design, manage, and analyze complex geospatial data and systems. This role supports critical federal operations with opportunities at the GS-12 and GS-13 levels.

  • *Key Responsibilities:**
  • **GIS Architecture & Administration (GS-13):** Plan, implement, maintain, and expand large-scale enterprise Geospatial Information Systems (GIS) architecture within a cloud environment. Conduct advanced geospatial database administration and analysis to extract meaningful insights.
  • **Data Management & Analysis:** Process geographic data using appropriate software. Apply relational database management system (RDBMS) principles for data management, creation, and maintenance within multi-user, versioned geodatabase environments.
  • **Product Development & Quality:** Develop databases, conduct data analysis, and create usable data documents, maps, and reports. Query and analyze multiple GIS themes and relational datasets. Review mapping and analytical products to ensure adherence to all relevant standards and regulations.
  • **Program & Team Leadership:** Support overall GIS Program Management by planning, organizing, and leading the development of requirements, budget proposals, and contracting efforts (GS-13). Plan, organize, and lead teams to prepare requirements and specifications for new, large-scale systems or evaluate overall plans and proposals for significant systems developed by contractors (GS-12).
  • **Communication:** Defend findings and recommendations in public or high-level forums (GS-12).
  • *Required Qualifications:**
  • **Education:** A degree in Cartography, or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science (e.g., astronomy, geodesy, photogrammetry, computer science, physical geography, remote sensing) and related mathematics.
* *Note:* The 30 semester hours must include 6-15 semester hours of college-level, non-business mathematics or statistics (e.g., algebra, trigonometry, calculus).
  • **Experience:**
* **GS-13:** One year of specialized experience equivalent to the GS-12 level, focusing on enterprise GIS architecture in a cloud environment, advanced geospatial database administration, RDBMS, and GIS program management. * **GS-12:** One year of specialized experience equivalent to the GS-11 level, focusing on database development, data analysis, creation of maps/reports, GIS querying, and reviewing analytical products.
  • **Federal Requirements:**
* U.S. Citizenship. * Successful completion of a thorough background investigation (CBP is a federal law enforcement agency). * Residency Requirement: Physically resided in the U.S. or its protectorates for at least three of the last five years (exceptions may apply for U.S. government service). * All new federal employees must serve a one-year probationary period. * Volunteer experience, including National Service programs, counts towards qualifying experience.
