Summary

CBP seeks a Budget Analyst to administer and provide expert financial guidance on HR budget and procurement.

U.S. Customs and Border Protection (CBP) is seeking a skilled Budget Analyst to join its Office of Human Resources Management (HRM). This role involves providing expert financial guidance and administering budget and procurement activities essential for HRM's mission.

  • *Key Responsibilities:**
  • **Budget Administration:** Manage and oversee the administration of HRM's pay and non-pay budgets, including annual funding programs, allotments, and obligation authorities.
  • **Financial Advisement:** Offer expert advice and technical support to management and staff on budget execution, financial planning, and resource allocation.
  • **Reporting & Analysis:** Prepare detailed financial reports and analyses for quarterly reviews, annual financial plans, and budget execution.
  • **Procurement & Contract Oversight:** Review and modify budget requests, create multi-year funding goals, and monitor the cost, schedule, and performance of contracts and interagency agreements.
  • **For GS-13 Candidates (Expanded Duties):**
* Lead or provide significant support on special projects and analyses related to pay funding, unemployment compensation, and other strategic budget areas. * Serve as an expert consultant, working with program staff to align mission requirements with budget objectives and funding limits.

  • *Qualifications:**
  • **GS-12 Level:** One year of specialized experience equivalent to the GS-11 level, performing duties such as providing financial guidance for budgets, monitoring funds, preparing financial reports, and reviewing/monitoring contracts.
  • **GS-13 Level:** One year of specialized experience equivalent to the GS-12 level, performing duties such as leading special budget projects, monitoring funding against mission priorities, and serving as an expert program consultant for budget needs.
  • *Note: Qualifying experience includes both paid and unpaid/volunteer work.*
  • *Additional Requirements:**
  • **Background Investigation:** Must pass a thorough background investigation by a federal law enforcement agency.
  • **Residency:** Physically resided in the U.S. or its protectorates for at least 3 of the last 5 years (exceptions may apply).
  • **Probationary Period:** New federal employees will serve a one-year probationary period.
