Seeking an experienced Federal HR Specialist to manage high-volume recruitment, interpret regulations, and advise on staffing strategies.

## Federal Human Resources Specialist (Recruitment & Staffing)

We are seeking a highly experienced and skilled Human Resources Specialist to manage complex recruitment and staffing initiatives within a high-volume federal environment. This role requires deep expertise in federal HR laws, regulations, and best practices.

### Key Responsibilities:

  • Research, interpret, and apply federal HR laws, regulations, policies, and guidelines related to recruitment and staffing.
  • Advise management and colleagues on complex human resources issues.
  • Communicate HR information clearly and concisely to diverse audiences.
  • Lead or participate in special projects and comprehensive reviews to evaluate and resolve operational challenges.
  • Operate effectively in a high-volume hiring environment, performing a minimum of five of the following critical functions:
* Develop and execute recruitment strategies. * Create and place recruitment advertisements. * Plan and support recruitment events. * Post job opportunity announcements. * Conduct eligibility and qualification reviews. * Issue selection certificates. * Manage candidate and new hire records in various HRIS (e.g., USA Staffing, NBIS, DHSiD). * Review candidate forms (e.g., SF-86, OF-306, SF-61) for accuracy. * Extend tentative and final job offers. * Address candidate inquiries and resolve issues. * Coordinate candidate assessment activities. * Support onboarding processes. * Prepare reports and analyze data on recruitment and staffing. * Utilize HR Information System platforms and data reporting tools. * Resolve candidate data integrity issues. * Analyze workflow data and conduct studies to enhance hiring program efficiency, compliance, and service delivery.

### Required Qualifications:

  • One year of specialized experience at the SV-I or GS-13 level in Federal service, or equivalent private sector experience.
  • Demonstrated experience in:
* Researching, interpreting, applying, and advising on Federal recruitment and staffing laws/regulations. * Briefing management and communicating complex HR issues clearly. * Conducting special projects/reviews to resolve operational issues. * Performing at least five of the high-volume hiring functions listed above.
  • Experience includes paid and unpaid work, such as volunteer service (e.g., Peace Corps, AmeriCorps). Part-time experience is credited proportionally.
