Job Description

Summary

Oversee ship construction/repair, provide technical guidance, and manage stakeholder relations for critical marine projects.

This Grade 15 position seeks an experienced professional to manage and advise on complex ship construction and repair projects, ensuring compliance, quality, and timely delivery.

  • *Key Responsibilities:**
  • Manage or oversee new ship construction and major ship repair projects, monitoring contractor performance against cost, schedule, and quality standards.
  • Evaluate technical and production issues, recommending corrective actions to meet contract requirements and delivery milestones.
  • Serve as a technical advisor on marine engineering and ship construction, reviewing claims, delay requests, and cost estimates.
  • Prepare recommendations for contract modifications or extensions, coordinating with legal and contracting teams.
  • Represent the organization in meetings with shipbuilders, contractors, regulatory bodies (e.g., U.S. Coast Guard, American Bureau of Shipping), and interagency partners to resolve issues and develop solutions.
  • *Required Qualifications:**
  • One year of specialized experience equivalent to the GS-14 level, which must include:
* Managing or providing oversight of new ship construction or major ship repair projects, including monitoring contractor performance, evaluating technical issues, and recommending corrective actions. * Serving as a technical advisor on ship construction or marine engineering projects, including reviewing claims, preparing contract modification recommendations, and coordinating with legal/contracting offices. * Representing an organization in meetings with shipbuilders, contractors, regulatory bodies, or partners to exchange technical information, resolve project issues, and develop solutions.

  • *Desired Skills:**
  • **Resource Management:** Ability to select, acquire, store, and distribute resources effectively; track business plan execution.
  • **Written Communication:** Excellent ability to communicate complex information clearly, concisely, and appropriately for the audience.
  • **Planning & Evaluation:** Strong organizational skills, ability to set priorities, determine resource needs, establish goals, coordinate efforts, and monitor outcomes.
  • **Self-Management:** High level of initiative, commitment, ability to work with minimal supervision, and goal-oriented.
  • *Important Information:**
