Summary

Lead Knowledge Management and web solutions for Army Strategic Communications, utilizing SharePoint and Power Platform expertise.

Vistra is seeking a Senior Web Knowledge Manager to enhance the Department of the Army’s Office of the Chief of Public Affairs (OCPA) internal and external communications. This pivotal role involves leading the development, organization, and optimization of knowledge management (KM) initiatives and web-based solutions, ensuring timely access to critical communication products and guidance for Army leadership and public affairs officers. This position requires deep expertise in web technologies, SharePoint customization, and KM best practices within a dynamic military environment.

  • *Key Responsibilities:**
  • **Strategic Knowledge Management:** Align KM tools with communication objectives, fostering collaboration and improving information accessibility across OCPA.
  • **Content & Web Administration:** Manage and maintain the PA Portal, including creating guides, presentations, and analytics. Implement website improvements for accessibility, integrity, and security, regularly updating directories, multimedia, and guidance.
  • **System Development & Integration:** Build robust KM solutions using SharePoint, SPFx, and the Power Platform (Power Automate, Power BI) to streamline workflows and apply role-based security. Act as a SharePoint Site Administrator.
  • **User Support & Monitoring:** Provide daily functional support to SharePoint users and track portal usage, delivering analytical feedback and preparing regular updates to ensure content relevance.
  • **Policy & Community Building:** Recommend and develop KM policies and procedures, ensure strategic content management for the Electronic Document Repository, and champion online knowledge communities to foster learning and innovation.
  • **Strategic Planning Support:** Manage Balanced Scorecard data for strategic decisions and collaborate on KM project planning to align with evolving Army mission requirements.
  • *Qualifications:**
  • Bachelor’s degree in IT, Library Sciences, Knowledge Management, Communications, or a related field.
  • Five (5) years of demonstrated strategic/tactical/media communication experience within the last 10 years.
  • Proven experience in DoD/Army knowledge management, including KM system design, information sharing technologies, and program development.
  • Strong background in SharePoint administration, electronic document management, strategic content organization, governance, taxonomy, and Power Platform solution/dashboard development.
  • Proficiency in KM tools, SharePoint, Power Platform/Apps, and data management with an understanding of information architecture.
  • Excellent analytical, communication, and interpersonal skills to collaborate with senior leadership and cross-functional teams.
  • Ability to thrive in a fast-paced, high-security environment and adapt to changing Army mission requirements.
  • Understanding of DoD and Department of the Army guidance on KM practices and strategic communication priorities.
  • *Preferred Qualifications:**
  • Advanced degree or specialized training in knowledge management or strategic communications.
  • Microsoft Certifications: SC-400, PL-100, PL-300, PL-900.
  • Certified Knowledge Manager (CKM) from the Knowledge Management Institute.
