Experienced Program Analyst sought for data analysis, project management, and operational support within a government environment.

We are seeking a highly experienced and detail-oriented professional to join our team as a Program Analyst, focusing on program analysis, project management, and operational support within a government framework. This role requires strong analytical skills and an understanding of federal processes and systems.

  • *Key Responsibilities:**
  • Analyze quantitative and qualitative data to evaluate project performance, identify weaknesses, forecast outcomes, and recommend actions for timely decision-making.
  • Develop practical, reliable, time-sensitive, and cost-effective recommendations for projects and tasks.
  • Design and adjust project concepts, methodologies, work plans, and milestone schedules.
  • Provide programmatic oversight for assigned key technologies.
  • Conduct formal and informal in-process reviews of project milestone accomplishment or delays.
  • Manage tasks and navigate government office structures and task management systems (e.g., DCARS, TMS).
  • Prepare official memorandums and correspondence in accordance with agency guidelines (e.g., Coast Guard Correspondence Manual).
  • Apply knowledge of planning, programming, budgeting, and execution (PPBE) processes, including agency-specific budgeting.
  • Assist with human capital processes and systems (e.g., FedHR), including recruiting, interviewing, onboarding, and offboarding personnel.
  • Manage resources consistent with agency processes for manpower and billet allocation.
  • Oversee federal space management activities.
  • *Required Qualifications:**
  • **Education:** A positive education requirement is mandatory. Transcripts must be submitted with your application.
  • **Experience (GS-13 Level):** At least one (1) full year of specialized experience equivalent to the GS-12 grade level in the federal or private sector.
  • **Experience (GS-12 Level):** At least one (1) full year of specialized experience equivalent to the GS-11 grade level in the federal or private sector.
  • **Note:** Education cannot be substituted for specialized experience at these grade levels.
  • *Essential Skills & Experience:**
  • Proven ability to analyze and synthesize quantitative and qualitative data, identify issues, make forecasts, and recommend actions.
  • Experience developing practical, reliable, time-sensitive, and cost-effective recommendations for projects.
  • Proficiency in developing and adjusting project concepts, methodologies, work plans, and milestone schedules.
  • Demonstrated programmatic oversight over key technologies.
  • Familiarity with staff officer work, government task management systems (e.g., DCARS, TMS), and official correspondence preparation (e.g., Coast Guard Correspondence Manual).
  • Understanding of the planning, programming, budgeting, and execution (PPBE) process and agency-specific budgeting.
  • Familiarity with human capital processes and systems (e.g., FedHR) for personnel support, and resource management (manpower/billet allocation).
  • Knowledge of federal space management.
