Program Analyst

We are seeking a highly motivated Program Analyst to optimize organizational and operational efficiency by resolving complex system problems and driving strategic improvements. This role involves advanced analytical work, policy development, and stakeholder engagement.

• *Key Responsibilities:**
• Resolve critical problems within existing systems and define advanced system requirements for new projects.
• Provide expert advice and recommendations on policy and planning decisions.
• Develop, plan, and conduct studies focused on enhancing organizational and operational efficiency and effectiveness.
• Identify and clarify user requirements, communicate design decisions, and propose system improvements.
• Present, negotiate, and secure acceptance for new or revised system, project, or program changes.
• *Qualifications:**
• **Experience:** One year of specialized experience equivalent to the GS-11 level (Federal service, military, or private sector).
• **Creditable specialized experience must include:**

* Resolving critical system problems and defining advanced system requirements. * Providing advice and recommendations on policy and planning decisions. * Developing and conducting studies on organizational/operational efficiency. * Identifying user requirements, suggesting improvements, and gaining acceptance for changes.

• **Education:** Education cannot be substituted for specialized experience for this position.
• *Volunteer experience is recognized and credited toward qualifying experience.*
