Job Description
Summary
Lead IT/OT investment analysis, lifecycle management, and performance for a federal agency, requiring GS-13 equivalent specialized experience.
The Program Analyst (GS-14) will lead the strategic oversight and analysis of IT/OT business investments, ensuring alignment with Agency standards and performance goals.
- *Key Responsibilities:**
- Oversee performance metrics for Agency IT/OT business investments.
- Direct the implementation of acquisition and lifecycle management policies and processes.
- Analyze and evaluate lifecycle processes for emerging Automated Information Management Systems (AIS).
- Provide expert guidance to functional teams on policy and process implementation.
- Develop, assess, and monitor performance-based standards for IT investments.
- Define criteria for evaluating and prioritizing IT investment projects, including projected net ROI and risk assessment.
- Manage budgeting requirements for system planning, system upgrades, and migrations to Agency standards.
- *Qualifications:**
- **Specialized Experience:** One year of experience equivalent to the GS-13 level (or comparable private/military sector experience) directly related to the duties outlined.
- Experience must demonstrate competencies in IT/OT investment oversight, lifecycle management, performance metric development, and budgeting for IT systems.
- Meet all federal eligibility requirements, including time-in-grade and minimum qualifications.
- **Note:** Education cannot be substituted for specialized experience for this position. Qualifying experience includes both paid and volunteer work.
