Job Description

Summary

Program Analyst to manage print procurement projects, analyze operations, and utilize specialized IT systems.

We are seeking a Program Analyst (PG-11/12) to manage and optimize print procurement processes. This role involves overseeing projects, analyzing operational changes, and utilizing specialized IT systems to ensure efficient and effective program delivery.

  • *Responsibilities:**
  • Manage and lead projects or major project components, including planning, execution, and evaluation to meet objectives.
  • Review, plan, and analyze work processes, practices, and data to identify areas for improvement.
  • Assess proposed operational changes, evaluating their impact on program requirements and recommending adjustments.
  • Utilize GPO's print procurement IT systems (e.g., PICS, GPOPROC, Contractor Connection, Publish, File Sharing) for data entry, report generation, contract management, invoice review, and file transfer.
  • *Qualifications:**
  • *For PG-11:**
  • **Education:** Ph.D., equivalent doctoral degree, three full years of progressively higher-level graduate education, or an LL.M. demonstrating relevant knowledge, skills, and abilities.
  • **Experience:** At least one year of specialized experience equivalent to the PG-09 level, which includes:
* Managing projects (planning, execution, evaluation). * Reviewing, planning, and analyzing work processes. * Assessing the impact of proposed operational changes. * Utilizing print procurement IT systems for data, reports, contracts, invoices, or file transfer.

  • *For PG-12:**
  • **Experience:** At least one year of specialized experience equivalent to the PG-11 level, demonstrating the ability to:
* Independently manage projects or lead major components of complex projects. * Independently review, plan, and analyze data/processes, and implement new programs/projects. * Independently analyze proposed operational changes, identify risks, and recommend adjustments. * Independently operate GPO's print procurement IT systems.

  • *General Requirements:**
  • Combinations of education and experience may be used to meet total qualification requirements for PG-11.
  • Volunteer experience (paid or unpaid) in relevant fields is considered qualifying experience.
  • All qualification requirements must be met by September 8, 2025.
