Summary

Analyze, evaluate, and improve strategic programs and governance processes, developing policies and fostering key stakeholder relationships.

Join our team as a Program Analyst, responsible for analyzing, evaluating, and enhancing strategic programs and governance processes. We are hiring at multiple General Schedule (GS) levels (GS-11, GS-12, GS-13), offering a progressive career path with increasing responsibilities.

  • *Key Responsibilities Across All Levels May Include:**
  • Applying qualitative and quantitative methods to assess, evaluate, and improve program effectiveness.
  • Contributing to strategic planning, integration, and policy development.
  • Monitoring and evaluating program processes and procedures.
  • Building and maintaining effective working relationships with internal and external stakeholders.
  • *Specific Responsibilities and Requirements by GS Level:**
  • *GS-11 Program Analyst:**
  • **Experience:** One year of specialized experience equivalent to the GS-09 level.
  • **Education:** Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education (education must demonstrate relevant knowledge, skills, and abilities).
  • **Key Duties:** Demonstrate broad knowledge of assessment methods, program management, strategic planning, and policy development. Analyze and measure program accomplishments.
  • *GS-12 Program Analyst:**
  • **Experience:** One year of specialized experience equivalent to the GS-11 level.
  • **Education:** No education substitution at this level.
  • **Key Duties:** Research and investigate new business and management practices. Possess highly developed written and oral communication skills to convey policies. Monitor processes to ensure regulatory compliance. Establish external working relationships while maintaining internal ones.
  • *GS-13 Program Analyst:**
  • **Experience:** One year of specialized experience equivalent to the GS-12 level.
  • **Education:** No education substitution at this level.
  • **Key Duties:** Apply a wide range of advanced qualitative and quantitative methods to manage and improve Strategy and Governance processes. Possess expert knowledge of program management and strategic integration. Provide leadership, direction, and guidance to team members. Develop extensive relationships with external organizations and build multi-level internal relationships.
  • *General Qualifications:**
  • **Specialized Experience:** One year of specialized experience at the next lower GS level (or equivalent) in Federal service, military, or private sector.
  • **Time-in-Grade:** Applicants for GS positions must meet time-in-grade requirements by the closing date.
  • **Education:** If using education to qualify, official transcripts are required from an accredited institution. Combinations of education and experience may be accepted for GS-11.
  • **Volunteer Experience:** Creditable volunteer work (e.g., Peace Corps, AmeriCorps) counts towards qualifying experience.
