Management Analyst

This role supports Security Cooperation programs by providing data analysis, performance measurement, and strategic recommendations across various GS levels. You will be instrumental in enhancing program effectiveness through rigorous evaluation and process improvement.

• *Key Responsibilities:**
• Gather and synthesize data from multiple sources to create comprehensive reports and metrics.
• Conduct in-depth analysis to identify performance issues, evaluate Security Cooperation (SC) data, and recommend solutions or policy changes.
• Develop, implement, and monitor performance measures, leading studies to define and track SC activity metrics.
• Prepare and organize Quarterly Management Reviews.
• Serve as a subject matter expert, advising senior officials on SC performance and utilizing business process improvement methods.
• Lead or participate in inter-agency working groups and act as a change agent to guide others in performance management.
• *Qualifications (Vary by GS Level: GS-9, GS-11, GS-12, GS-13):**
• *Specialized Experience:**
• **GS-9:** One year (GS-7 equivalent) in data research, metrics reporting, and analytical problem-solving.
• **GS-11:** One year (GS-9 equivalent) in data compilation, performance issue analysis, policy recommendation, and SC data evaluation.
• **GS-12:** One year (GS-11 equivalent) in preparing management reviews, implementing performance changes, and leading SC metrics implementation.
• **GS-13:** One year (GS-12 equivalent) in advising senior officials on SC performance, leading working groups, utilizing process improvement, and guiding change.
• *Education (May substitute for or combine with experience):**
• **GS-9:** Master's or equivalent degree, or 2 full years of progressively higher graduate education.
• **GS-11:** Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education.
• *Combination:** A combination of specialized experience and graduate education may qualify.
• Volunteer experience is considered qualifying experience.*
