Summary

Lead labor relations expert shaping policy, providing strategic advice, and managing complex agency-wide initiatives.

We are seeking a highly experienced professional to serve as a technical expert in labor relations, responsible for policy development, strategic advice, and managing complex agency-wide initiatives.

  • *Key Responsibilities:**
  • Develop and revise internal program policies, procedures, and guidance based on legal and regulatory changes.
  • Lead the implementation of new laws or policies impacting various departments or unions across the agency.
  • Provide expert management advice on complex, urgent, or unprecedented issues with broad organizational impact.
  • Formulate case theory and guide development for intricate and potentially controversial agency-wide matters.
  • Offer programmatic oversight for key initiatives, including contract negotiations, major workplace changes, and grievance processing.
  • Serve as the technical expert, applying advanced labor relations concepts, principles, and practices across all related programs and services.
  • *Required Qualifications:**
  • Minimum one year of specialized experience equivalent to the GS-13 federal grade level.
  • Demonstrated experience in:
* Developing and revising policies due to legal or regulatory changes. * Implementing agency-wide legal or policy shifts. * Providing expert management advice for complex, high-impact problems. * Developing case theory and guiding significant agency-wide matters. * Overseeing initiatives such as contract negotiations or major workplace changes. * Functioning as a technical expert in labor relations.

  • *Additional Information:**
  • Qualifying volunteer experience, including National Service programs, will be credited.
  • Current or recent political appointees (within 5 years) must disclose this information.
