Job Description

Summary

Seeking an Employee and Labor Relations Specialist to advise management on labor relations, collective bargaining, and policy development.

We are seeking skilled Employee and Labor Relations Specialists (GS-13/14) to provide expert guidance and support on a wide range of HR matters. This role involves advising management, engaging in collective bargaining, and developing critical policies.

  • *Key Responsibilities:**
  • Advise management on complex labor relations, employee performance, and conduct issues.
  • Conduct thorough legal research and apply relevant case law to resolve disputes.
  • Support and advise on collective bargaining activities, including interpreting agreements, developing negotiation strategies, and resolving third-party disputes (mediation/arbitration).
  • Serve as a technical authority in Employee Relations.
  • Identify and propose effective solutions to organizational challenges.
  • Act as a key liaison with other Human Resources functions.
  • Ensure strict implementation and compliance with labor agreements and policies.
  • *For Senior-Level (GS-14 Equivalent) Candidates, additional responsibilities include:**
  • Drafting and developing Department-wide policies and procedures.
  • Serving as a technical authority in Labor Relations.
  • Leading and facilitating collective bargaining as a chief negotiator for major initiatives.
  • Overseeing the implementation of collective bargaining agreements.
  • Developing and coordinating agency directives, supervisory training, and intra-management guidance.
  • Leading or participating in the development and maintenance of policy issuances, operating guidance, and training materials.
  • *Required Experience & Qualifications:**
  • **GS-14:** One year of specialized experience at the GS-13 level or equivalent.
  • **GS-13:** One year of specialized experience at the GS-12 level or equivalent.
  • Demonstrated proficiency in advising on labor relations, employee issues, researching case law, and supporting collective bargaining.
  • **For GS-14:** Proven experience in drafting Department-wide policies and procedures.
  • Ability to perform the full range of employee and labor relations duties, including serving as a technical authority, problem-solving, legal research, and ensuring compliance.
  • Meet Time-in-Grade requirements: 52 weeks at the next lower grade level (GS-13 for GS-14, GS-12 for GS-13).
