Human Resources Specialist (Employee And Labor Relations)

Join our team as a Human Resources Specialist, focusing on Employee and Labor Relations within the federal service. This role involves applying federal HR policies and practices to support a dynamic workforce, with responsibilities increasing based on GS level.

• *Key Responsibilities:**
• Provide expert advice to management on federal civilian disciplinary and adverse actions.
• Manage and advise on federal civilian grievance procedures and negotiated labor agreements.
• Guide management through federal civilian performance issues and assist with performance plan development.
• *Qualifications:**

Candidates must demonstrate specialized experience or education in Human Resources, specifically in federal employee relations, labor relations, and performance management.

• **Specialized Experience:** One year of experience equivalent to the next lower GS level (e.g., GS-07 for GS-09, GS-09 for GS-11, GS-11 for GS-12) in areas such as:

* Advising on or performing duties related to federal disciplinary/adverse actions. * Consulting on federal grievance procedures and labor agreements. * Guiding management on federal performance issues and plans.

• **Education Substitution (for GS-09 & GS-11 only):**

* **GS-09:** Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education. * **GS-11:** Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education. * *Note: Education substitution is not available at the GS-12 level.*

• **Combination:** A combination of qualifying specialized experience and graduate education may meet requirements for GS-09 and GS-11.
