Summary

Experienced HR Specialist needed to manage federal personnel transactions, payroll, and benefits, advising on policy in a high-volume environment.

We are seeking a highly skilled HR Specialist to manage complex federal personnel transactions, payroll, and benefits, ensuring compliance and providing expert advice in a high-volume environment. This role requires a detail-oriented professional adept at both operational duties and strategic communication.

  • *Key Responsibilities:**
  • Research, interpret, apply, and advise on Federal HR laws, regulations, policies, and guidelines related to personnel transaction processing, payroll, and benefits.
  • Brief management and communicate complex human resources issues clearly and logically to diverse audiences.
  • Operate effectively in a high-volume environment, performing critical HR functions such as:
* Processing and monitoring Request for Personnel Action forms (SF-52s). * Reviewing and processing employee timecards and payroll. * Maintaining and updating new hire and employee records in various electronic systems (e.g., USA Staffing, EmpowHR). * Reviewing new hire forms for accuracy and completeness. * Responding to inquiries and resolving employee issues related to personnel transactions, payroll, or benefits. * Supporting onboarding procedures. * Preparing reports or interpreting data related to HR activities. * Understanding and utilizing HR Information System platforms and data reporting tools. * Resolving employee data integrity issues.

  • *Required Qualifications:**
  • One year of specialized experience equivalent to the federal GS-12/SV-H pay band, or comparable experience in the private sector.
  • Specialized experience must include:
* Researching and advising on Federal HR laws, regulations, and policies for personnel, payroll, or benefits. * Communicating complex HR issues effectively to various organizational levels. * Demonstrated proficiency in at least four of the following functions within a high-volume HR setting: * Personnel action processing (SF-52s). * Timecard and payroll processing. * HRIS record management and updates. * New hire form review. * Resolving employee/manager HR inquiries. * Onboarding support. * HR data reporting and analysis. * Resolving HR data integrity issues.
