Job Description

Summary

Experienced HR Specialist needed to manage federal personnel, payroll, and benefits operations, advising on regulations and resolving complex issues.

We are seeking a highly experienced Human Resources Specialist to manage complex HR operations, advise on federal regulations, and resolve critical personnel issues in a high-volume environment.

  • *Key Responsibilities:**
  • Research, interpret, apply, and advise on Federal laws, regulations, policies, and guidelines concerning personnel transaction processing, payroll, and benefits.
  • Brief management and effectively communicate complex human resources issues to diverse audiences across all organizational levels.
  • Lead and conduct special projects or comprehensive reviews to evaluate and resolve operational challenges.
  • Operate in a high-volume environment performing core HR functions, including:
* Reviewing and processing personnel action forms (e.g., SF-52s). * Processing and monitoring employee timecards. * Updating new hire and employee records in various electronic HR systems. * Reviewing new hire forms for accuracy and completeness. * Responding to inquiries from employees and managers. * Resolving employee issues related to personnel transactions, payroll, or benefits. * Supporting onboarding procedures. * Preparing reports or interpreting data related to HR activities. * Utilizing HR Information System (HRIS) platforms, functionalities, and data reporting tools. * Resolving employee data integrity issues for HR functions.

  • *Qualifications:**
  • Minimum of one year of specialized experience equivalent to the federal GS-13/SV-I pay band or comparable experience in the private sector.
  • Specialized experience must include:
* Researching, interpreting, applying, and advising on Federal HR laws, regulations, policies, and guidelines. * Briefing management and communicating complex HR issues effectively. * Conducting special projects or comprehensive reviews to resolve operational issues. * Operating in a high-volume environment, performing a variety of critical HR functions as listed above.
  • Credit for experience is given based on a 40-hour workweek, including qualifying paid and volunteer experience.
