Summary
Experienced HR Specialist needed for high-volume federal recruitment and staffing, applying policy and driving hiring efficiency.
Join our team as a highly experienced Human Resources Specialist, focusing on recruitment and staffing within a dynamic, high-volume environment. This role requires advanced expertise in federal HR policies and a proactive approach to operational efficiency.
- *Key Responsibilities:**
- Develop and implement comprehensive recruitment strategies.
- Manage the full recruitment lifecycle, including candidate development and placement.
- Plan and execute recruitment events.
- Draft, post, and manage job opportunity announcements.
- Conduct thorough eligibility and qualification reviews for candidates.
- Issue selection certificates and manage the job offer process (tentative and final).
- Maintain and update candidate/new hire records in various HR systems (e.g., USA Staffing, NBIS).
- Review critical candidate forms (e.g., SF-86, OF-306) for accuracy and completeness.
- Serve as a primary contact for candidate inquiries and issue resolution.
- Coordinate candidate assessment activities and support onboarding procedures.
- Prepare reports and interpret data related to recruitment and staffing activities.
- Utilize HR Information System platforms for functionalities and data reporting.
- Resolve candidate data integrity issues and analyze workflow data to improve hiring program efficiency and compliance.
- *Required Qualifications:**
- One year of specialized experience equivalent to the GS-13 level in the Federal service or private sector.
- Demonstrated expertise in researching, interpreting, applying, and advising on Federal laws, regulations, policies, and guidelines regarding recruitment and staffing.
- Proven ability to brief management and communicate complex human resources issues clearly and concisely to diverse audiences.
- Experience conducting special projects or comprehensive reviews to evaluate and resolve operational issues.
- Operating effectively in a high-volume hiring environment, demonstrating proficiency in at least five of the key HR functions listed above.
- Qualifying experience includes paid and unpaid work, such as volunteer experience (e.g., National Service programs). Experience is credited based on a 40-hour workweek.
