Summary

Experienced HR Specialist sought for federal recruitment and staffing, focusing on high-volume hiring and federal HR law compliance.

We are seeking a highly experienced Human Resources Specialist to manage complex recruitment and staffing operations within a federal environment. This role requires expertise in federal HR laws and high-volume hiring processes.

  • *Key Responsibilities:**
  • Research, interpret, and apply federal recruitment and staffing laws, regulations, and policies.
  • Advise management on complex HR issues, communicating clearly to diverse audiences.
  • Manage comprehensive recruitment activities in a high-volume setting, including: developing recruitment strategies, posting job announcements, conducting eligibility and qualification reviews, issuing selection certificates, and extending job offers.
  • Maintain and update candidate records across various electronic HR systems (e.g., USA Staffing, National Background Investigation Services, DHSiD, Integrated Security Management System).
  • Review candidate and new hire forms (e.g., SF-86, OF-306, SF-61) for accuracy, resolve data integrity issues, and support onboarding procedures.
  • Analyze recruitment data and workflows to enhance hiring program efficiency, compliance, and service delivery.
  • *Qualifications:**
  • One year of specialized experience equivalent to the federal GS-12 level or comparable private sector experience.
  • Experience must include:
* Advising on federal recruitment and staffing laws, regulations, or policies. * Briefing management and clearly communicating complex HR issues. * Operating in a high-volume hiring environment, performing at least four functions from: recruitment strategy, job postings, eligibility/qualification reviews, selection certificates, HRIS updates, form reviews, offer extensions, candidate inquiries/issue resolution, assessment coordination, onboarding support, recruitment data analysis, or HRIS platform management.

  • *Additional Information:**
  • Qualifying experience includes paid, part-time (pro-rated), and volunteer work.
