Job Description

Summary

Seeking a GS-14 Financial Management Specialist to lead fiscal processes, budget, acquisition, and legislative analysis for Joint Staff J6.

We are seeking a highly qualified professional at the GS-14 level to manage and optimize financial and acquisition processes for the Joint Staff J6.

  • *Key Responsibilities:**
  • Assess and recommend improvements for financial processes, including budget (operating & procurement), accounting, appropriation, travel, and property fiscal management.
  • Oversee and manage financial processes, including resource management, IT, reimbursable funding, controls, and Working Capital Funds.
  • Apply acquisition disciplines (contract management, quality assurance, program/technical support) to address resource concerns and identify opportunities for Joint Staff J6.
  • Review new or modified legislation to assess its impact on Joint Staff J6 programs and resources, translating basic legislation into program goals.
  • Leverage relationships across Joint Staff, Military Services, and other agencies to conduct management studies and implement JS J6-wide programs.
  • Analyze legislative and higher headquarters guidance to determine budget impact on joint C4/Cyber programs and policies.
  • *Qualifications:**
  • One year of specialized experience equivalent to the GS-13 grade level in Federal service. This experience must include:
* Assessing and providing recommendations on financial processes using fiscal disciplines (budget, accounting, appropriation, travel, property fiscal management). * Overseeing and managing financial processes (resource management, IT, reimbursable funding, Working Capital Funds). * Utilizing acquisition disciplines (contract management, quality assurance, program/technical support) for resource management and acquisition opportunities. * Reviewing legislation for projected impact on programs/resources and translating it into program goals. * Applying inter-agency relationships to conduct management studies and implement programs. * Analyzing guidance to determine budget impact on C4/Cyber programs.
  • Substitution of education is not permitted for this grade level.
  • *Note on Experience:**
  • Experience includes paid and unpaid work, such as volunteer service. All qualifying experience will be credited.
