Job Description

Summary

Manage and oversee facilities construction and maintenance operations, ensuring project adherence, cost efficiency, and safety standards.

This position offers opportunities at both the GS-09 and GS-11 levels, focusing on the oversight and management of construction and facilities maintenance operations. Successful candidates will ensure project compliance, manage costs, and uphold safety standards within government operations.

  • *GS-09 Level**
As a GS-09, you will primarily conduct surveillance and assessment activities for construction and maintenance projects.
  • **Key Responsibilities:**
* Monitor contractor construction and maintenance operations. * Review project plans and specifications for workability. * Inform contractors of construction and reporting requirements. * Supervise operations for conformance with project plans. * Perform cost estimating for labor and materials to assist with contract packages. * Conduct condition assessments for project planning.
  • **Minimum Qualifications:**
* **Experience:** One year of specialized experience comparable to the GS-07 level, including the responsibilities listed above. * **Education:** A master's or equivalent graduate degree (or 2 full years of progressively higher-level graduate education, LL.B., or J.D.) with a major study in Engineering, Industrial Arts, Property Management, or Business Administration. * **Combination:** An equivalent combination of specialized experience and graduate education.

  • *GS-11 Level**
As a GS-11, you will manage complex facilities maintenance operations and systems.
  • **Key Responsibilities:**
* Manage, plan, organize, and direct multi-faceted maintenance operations using modern facilities management practices (e.g., life-cycle costs, analysis). * Implement Facility Management Software Systems for cost-effective asset management. * Apply knowledge of procurement regulations and contract management requirements. * Prepare detailed cost estimates for facilities operations, maintenance, and construction. * Maintain knowledge of organizational safety plans and perform job hazard analysis.
  • **Minimum Qualifications:**
* **Experience:** One year of specialized experience comparable to the GS-09 level, including the responsibilities listed above. * **Education:** A Ph.D. or equivalent doctoral degree (or 3 full years of progressively higher-level graduate education, or LL.M.) with a major study in Engineering, Industrial Arts, Property Management, or Business Administration. * **Combination:** An equivalent combination of specialized experience and graduate education.
