Candidates must meet one of the following criteria:
- **Experience:** One year of specialized experience (equivalent to a Federal IC-09 level) demonstrating:
- **Education:** A Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or an LL.M.
- **Combination:** An equivalent combination of specialized experience and graduate-level education.
