Summary
Lead a complex federal organization as a Senior Executive, driving WMD nonproliferation policy and export control initiatives.
This critical Senior Executive Service (SES) role seeks a visionary leader to manage a complex federal organization, driving strategic policy and operational excellence. You will be instrumental in shaping national security initiatives related to Weapons of Mass Destruction (WMD) nonproliferation and export control.
- *Key Responsibilities:**
- Manage a complex organization with multiple divisions, focusing on licensing and policy-making.
- Achieve organizational goals within a fast-paced, high-pressure environment.
- Contribute to the formulation of WMD nonproliferation policies.
- Develop regulations for legitimate trade in dual-use goods, software, and technology with WMD applications (nuclear, chemical, biological, missile delivery systems).
- Build export control compliance capacity for commercial activities involving dual-use goods with WMD applications.
- *Minimum Qualifications (Resume Requirements):**
- **Leadership Experience:** Demonstrate progressively responsible supervisory, managerial, or professional experience (typically GS-15 equivalent or higher) involving significant program/organization management.
- **Resume Format:** Your resume must be limited to **two (2) pages** and clearly articulate your experience.
- **ECQs & PTQs:** Your resume must explicitly demonstrate your ability to meet all five Executive Core Qualifications (ECQs) and Professional/Technical Qualifications (PTQs) listed below.
- **No Separate Documents:** Do NOT submit separate documents for ECQs or PTQs; only your 2-page resume will be considered.
- **Current SES/CDP:** If you are a current career SES, eligible for reinstatement, or SES Candidate Development Program (CDP) certified, state this clearly with the certification year.

- *Professional/Technical Qualifications (PTQs) - Demonstrated in Resume:**
- **Organizational Management:** Experience managing a complex organization with licensing and policy-making responsibilities.
- **Strategic Policy:** Knowledge/experience in WMD nonproliferation policy formulation.
- **Regulatory Development:** Experience developing regulations for dual-use goods/technology trade with WMD applications.
- **Export Control:** Experience building export control compliance capacity for dual-use commercial activities.
- *Selection Process:**
- **Structured Interview:** If selected, you will undergo a structured interview for the ECQs.
- **OPM Certification:** Placement requires certification by an OPM Qualifications Review Board (QRB).
- **Exemptions:** Current career SES, those eligible for reinstatement, or OPM-certified SES CDP graduates are exempt from the structured interview.
