Summary

Lead strategic human resources initiatives and manage a diverse workforce in a large, complex organization, applying Federal employment law.

We are seeking an experienced and strategic Human Resources leader to manage and direct comprehensive human capital functions within a large, complex organization.

  • *Key Responsibilities:**
  • Lead and manage the human resources department, developing and communicating all HR programs, policies, and procedures.
  • Formulate and execute HR strategies that directly advance organizational goals, ensuring alignment and measurable impact.
  • Develop, launch, and enhance HR initiatives including recruiting, onboarding, performance management, training, high-potential programs, and succession planning.
  • Apply knowledge of employment and benefit laws, with practical experience in or exposure to Federal Government employment.
  • Build strong cooperative relationships with internal and external stakeholders, expertly negotiating solutions for complex interests.
  • Lead, supervise, and develop a multi-disciplined workforce, fostering teamwork, high morale, and talent retention.
  • *Required Qualifications:**
  • Proven managerial and leadership competence.
  • Bachelor's degree in an applicable field or equivalent education/experience.
  • One year of specialized experience at the GS-15 level (or equivalent) leading HR/human capital functions in a large, complex organization.
  • Demonstrated experience developing and executing impactful HR strategies.
  • Expertise in developing and enhancing diverse HR program initiatives.
  • Knowledge and practical application of employment and benefit laws.
  • Strong relationship-building, negotiation, and communication skills.
  • Demonstrated ability to lead, supervise, and motivate a talented workforce.
  • *Preferred Qualifications:**
  • Advanced degree (e.g., JD, MBA, MPP).
  • SHRM certification.
