Job Description

Summary

Lead DoD financial management for weapon systems, overseeing budget, acquisition, and strategic fiscal processes with an enterprise perspective.

We are seeking a highly experienced Financial Management Executive to lead critical acquisition and resource management functions within the Department of Defense. This role requires a strong enterprise perspective, strategic leadership, and expert financial oversight for weapon systems.

  • *Core Responsibilities:**
  • Lead and manage the Department of the Air Force (DAF) corporate Planning, Programming, Budgeting, and Execution System (PPBES) processes, focusing on financial matters for weapon systems development, acquisition, and sustainment.
  • Direct resource and fiscal management activities, including budget analysis, budget construction, and President's Budget (PB) development.
  • Engage with high-level internal and external partners (e.g., Combatant Commands, MAJCOMs, Agencies, Program Offices, Joint Staff/OSD) on budget and programming issues to support national security objectives.
  • Demonstrate a broad enterprise perspective, understanding organizational responsibilities in relation to DoD and government-wide strategic priorities.
  • *Required Qualifications:**
  • *I. General Experience & Perspective:**
  • Proven leadership and broad experience at the Senior Executive Service (SES) level, demonstrating a strong corporate and enterprise perspective.
  • Ability to work effectively with internal and external partners to achieve national security objectives.
  • Demonstrated commitment to a broad point of view and understanding of individual/organizational responsibilities in relation to DoD/government-wide strategic priorities.
  • *II. Mandatory Technical Qualifications (Demonstrated in Resume):**
  • **Expert DAF PPBES Knowledge:** Superior technical expertise in the DAF corporate Planning, Programming, Budgeting, and Execution System (PPBES) processes, specifically pertaining to financial matters for weapon system development, acquisition, and sustainment.
  • **Resource & Fiscal Management:** Extensive experience in budget analysis, budget construction, and President's Budget (PB) development, including significant interaction on budget programming issues with at least two of the following: Combatant Commands, MAJCOMs, Agencies, Program Offices, or Joint Staff/Office of Secretary of Defense (OSD).

    Certification & Acquisition Requirements:**

  • **Financial Management (FM) Level 3 Certified:** Must comply with NDAA 2012 and DoDI 1300.26, or achieve certification within two years of notification.
  • **Critical Acquisition Position (CAP) - Business-FM Advanced:**
* Minimum of ten (10) years of acquisition experience in an Acquisition Workforce (AWF) position, with at least four (4) years in a CAP. * Ability to execute a written agreement to remain in federal service for a minimum of three years (a condition of employment). * Meet Advanced level certification requirements in Business - Financial Management, or achieve within four (4) years (48 months) of assignment. * Six (6) years of experience in an acquisition financial management leadership role (within a major program office, PEO, Service/Component/HQ, or equivalent level). * Commitment to meet 80 hours of continuous learning every two years (with a goal of 40 hours annually).
