Job Description

Senior financial expert needed to manage federal budget policy, analyze DoD finances, and drive efficiency for national security.
This Senior Executive Service (SES) position seeks a highly qualified leader in federal financial management. The role involves overseeing budget policy, execution, and strategic resource management within the Department of Defense (DoD). **Key Responsibilities:** * Apply comprehensive knowledge of budget policy and procedures for formulation, review, and analysis of DoD-wide program/budget/execution data. * Manage reprogramming of appropriated funds. * Advise Federal or Private Sector Financial Management leaders on alternative solutions to financial management issues. * Analyze complex budget and financial management issues. * Manage complex financial system reporting to ensure support for the Department's mission, program, and national security objectives. **Key Requirements & Qualifications:** All qualifications must be demonstrated within your **resume, not exceeding 2 pages**. Resumes over two pages will be disqualified. Do not submit separate narrative statements for qualifications. **A. Technical Qualifications (TQs):** * **TQ 1:** Demonstrated skill in applying comprehensive knowledge of budget policy and procedures, including budget formulation, DoD program/budget/execution data analysis, reprogramming appropriated funds, and advising on financial management issues. * **TQ 2:** Demonstrated ability to analyze complex budget/financial management issues and manage complex financial system reporting to support departmental mission and national security objectives. **B. Executive Core Qualifications (ECQs):** New entrants to the Senior Executive Service (SES) must demonstrate competency in the following five ECQs within their resume: * **ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding:** Understanding of the American system of government, upholding the Constitution, and serving the American people. * **ECQ 2: Driving Efficiency:** Strategic and efficient management of resources, effective budgeting, cost reduction, and leveraging technology for efficiency. * **ECQ 3: Merit and Competence:** Possessing technical knowledge, problem-solving skills, agility, and resilience to produce high-quality work. * **ECQ 4: Leading People:** Ability to inspire and lead teams, drive a high-performance culture, ensure accountability, develop others, and exercise sound executive judgment. * **ECQ 5: Achieving Results:** Demonstrated ability to achieve individual and organizational results, translate strategies into action, innovate, and think strategically. **Note:** If you are a current SES member, have completed an OPM-approved SES Candidate Development Program, or have SES reinstatement eligibility, attach proof of your eligibility for noncompetitive appointment.
