Summary
Seeking an SES leader for federal manpower resource management, driving policy, efficiency, and executive-level decision-making within defense.
We are seeking a highly experienced and strategic leader for a Senior Executive Service (SES) position focused on manpower resource management within a federal defense context. This role requires an expert understanding of military resource allocation, policy development, and executive leadership to drive efficiency and achieve organizational goals.
- *Key Responsibilities:**
- Oversee manpower resource management at the HQ Air Force level or equivalent.
- Lead the development, defense, and amendment of military department/defense agency programs and budgets through the Planning, Programming, and Budget Execution System (PPBE).
- Formulate and implement comprehensive manpower policies, organizational structures, and resource allocation methodologies.
- Drive executive-level decision-making processes at department and national levels.
- *Required Qualifications:**
- *Technical Qualifications (TQs):**
- **Manpower Resource Expertise:** Expert understanding of manpower resource management at HQ Air Force level or above, including detailed knowledge of the Department of War (DoW) PPBE system.
- **Policy Development & Application:** Demonstrated skill in developing and applying manpower policies, organizational structures, and manpower requirement sizing methodologies.
- **Strategic Knowledge:** Working knowledge of the National Defense Authorization Act, the National Defense Strategy Review Process, and the Air Force Manpower Resource Allocation Process.
- **Executive Leadership:** Executive-level experience formulating and implementing manpower policies within the Department of War or similar large organization, with proficiency in leading executive-level decision-making.
- *Executive Core Qualifications (ECQs):**
- **Commitment to the Rule of Law:** Demonstrated knowledge of the American government system, commitment to the Constitution, and service to the American people.
- **Driving Efficiency:** Ability to strategically manage resources, budget effectively, reduce waste, and pursue process/technological improvements.
