Summary

Direct complex federal litigation as an SES leader, overseeing legal teams and promoting government efficiency.

Join the Senior Executive Service (SES) and lead high-impact litigation to enhance Federal government efficiency and uphold the rule of law. This critical role involves overseeing complex legal challenges related to significant healthcare programs and administrative law, directing a dedicated team of legal professionals.

  • *Key Responsibilities:**
  • Lead and direct complex litigation, including cases involving Medicare, Medicaid, CHIP, private insurance reforms, and consumer surprise billing.
  • Manage all facets of defensive litigation, from strategy development and briefing to oral advocacy, settlement negotiations, and appeals.
  • Collaborate with the Department of Justice, CMS, and Office of General Counsel leadership on legal matters.
  • Oversee litigation concerning Administrative Procedure Act (APA) issues.
  • Direct and mentor a team of lawyers and support staff, setting priorities and ensuring high-quality, high-volume legal work.
  • *Required Qualifications (Senior Executive Service - SES):**
Candidates must demonstrate expertise in the following Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) within their resume. Current SES members or those with SES certification/reinstatement eligibility may not need to address ECQs directly but must provide proof of eligibility.

  • *Technical Qualifications (TQs):**
  • **Litigation Leadership:** Extensive experience overseeing complex litigation, specifically challenges to significant and novel programs (e.g., healthcare programs), and directing all aspects of defensive litigation, including strategy, briefing, and settlement.
  • **Administrative Law Expertise:** Demonstrated leadership in litigation involving Administrative Procedure Act (APA) issues.
  • **Team Leadership:** Proven ability to lead and manage a high-performing legal team, setting priorities and ensuring client needs are met for a high-volume, complex litigation group.
  • *Executive Core Qualifications (ECQs):**
  • **Commitment to Rule of Law & Founding Principles:** Deep understanding of the American government system, commitment to the Constitution and rule of law, and dedication to public service.
  • **Driving Efficiency:** Strategic resource management, effective budgeting, waste reduction, and leveraging process/technology for improved efficiency.
