Highly experienced Contract Specialist (GS-13) needed to lead complex federal procurements, negotiations, and contract administration.

## Contract Specialist (GS-13)

Join our team to lead and manage complex federal acquisition and contracting activities, ensuring compliance and effective program execution. This role requires advanced expertise in contracting principles, a strong ability to innovate, and leadership in high-stakes negotiations.

### Key Responsibilities:

  • Develop and execute comprehensive procurement plans and objectives.
  • Design and implement intricate contractual vehicles, including pricing and subcontracting strategies.
  • Provide expert guidance on acquisition strategies, timelines, and policy interpretation to project personnel.
  • Formulate innovative acquisition plans, source selections, and contract terms.
  • Perform advanced contract administration, including extensive cost and financial analysis.
  • Serve as the lead negotiator for major contract modifications across interrelated programs.
  • Conduct in-depth evaluations of contractor performance and financial/technical capabilities.
### Required Qualifications:
  • **Education:** Bachelor's degree with a minimum of 24 semester hours in relevant fields such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Unofficial transcripts must be submitted with your application.
  • **Experience:**
* Minimum of four (4) years of experience in a contracting or related position. * At least one (1) year of specialized experience equivalent to the GS-12 level, demonstrating the ability to apply contracting principles, laws, and regulations to plan, develop, implement, and maintain major systems contracts; provide expert technical leadership and policy interpretation. * Specialized experience at the GS-12 level must include performing procurement planning, developing objectives, constructing contractual vehicles, providing project advice, developing innovative acquisition plans, conducting contract administration, performing cost/financial analysis, and leading negotiations.
  • **Certification:** Possession of a Federal Acquisition Certification in Contracting (FAC-C Professional) or an equivalent Defense Acquisition Workforce Improvement Act (DAWIA) certification. Applicants not certified must achieve certification within 24 months of appointment.
### General Requirements:
  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • May be required to serve a one-year probationary period.
  • Position requires a National Agency Check with Inquiries (NACI).
  • Volunteer experience through National Service programs or other organizations is considered qualifying experience.
  • Current or former political appointees in the Executive Branch must disclose this information.
