Summary
Lead complex federal procurement actions as a Contracting Officer, managing contracts from pre-award to post-award with expert regulatory knowledge.
We are seeking a highly skilled and experienced **Contracting Officer** to manage complex federal procurement actions. This role involves comprehensive oversight from pre-award to post-award phases for a variety of unique services, commodities, and construction contracts.
- *Key Responsibilities:**
- Independently plan and execute procurement actions, selecting appropriate approaches and techniques.
- Address and resolve issues arising during both pre-award and post-award contract phases.
- Develop or recommend new guides and procedures to enhance existing guidelines.
- Interpret contracting guidelines, adapt procedures to specific situations, and propose solutions to encountered problems.
- Make independent, well-informed decisions on assigned contracts, ensuring compliance with federal contracting laws and precedents.
- *Qualifications:**
- *Basic Requirements (one of the following):**
- A Bachelor's degree from an accredited institution.
- *or* Current DoD employee or Armed Forces member who served as a contracting officer (above SAT) or in an 1102/similar role by Sept 30, 2000.
- *or* An enlisted member of the Contingency Contracting Force (CCF) for current or future CCF positions.
- *Specialized Experience:**
- One (1) year of specialized experience equivalent to the GS-11 level (NH-02 in a broadband system) in the Federal service.
- Experience must include managing pre-award or post-award procurement issues, independent work planning, developing procedures, interpreting guidelines, and making independent decisions on contracts.
- *Note: This experience may be completed within 120 days of the closing date of this announcement.*
- *Required Skills & Competencies:**
- **Contracting Expertise:** Professional knowledge of Federal contracting laws, regulations, policies, procedures, and various contract types for complex pre-award and post-award actions.
- **Business Acumen:** Understanding of the business environment (economic trends, commercial practices, market research) to assess contractual impacts.
- **Risk Management:** Ability to identify, assess, and mitigate risks, including evaluating problem probability and consequences.
- **Negotiation & Analysis:** Knowledge of contract negotiation, administration, termination, and advanced price/cost analysis to determine reasonableness and develop negotiation positions.
- **Decision Making:** Strong problem-solving skills, sound judgment in evaluating alternatives, and ability to make objective decisions applying government contracting case law.
- **Communication:** Excellent oral and written communication skills, with technical accuracy.
